Pentagon loses track of $500 million in weapons, equipment given to Yemen
With Yemen in turmoil and its government splintering, the Defense Department has lost its ability to monitor the whereabouts of small arms, ammunition, night-vision goggles, patrol boats, vehicles and other supplies donated by the United States. The situation has grown worse since the United States closed its embassy in Sanaa, the capital, last month and withdrew many of its military advisers.
In recent weeks, members of Congress have held closed-door meetings with U.S. military officials to press for an accounting of the arms and equipment. Pentagon officials have said that they have little information to go on and that there is little they can do at this point to prevent the weapons and gear from falling into the wrong hands.
“We have to assume it’s completely compromised and gone,” said a legislative aide on Capitol Hill who spoke on the condition of anonymity because of the sensitivity of the matter.
U.S. military officials declined to comment for the record. A defense official, speaking on the condition of anonymity under ground rules set by the Pentagon, said there was no hard evidence that U.S. arms or equipment had been looted or confiscated. But the official acknowledged that the Pentagon had lost track of the items.
“Even in the best-case scenario in an unstable country, we never have 100 percent accountability,” the defense official said.
Yemen’s government was toppled in January by Shiite Houthi rebels who receive support from Iran and have strongly criticized U.S. drone strikes in Yemen. The Houthis have taken over many Yemeni military bases in the northern part of the country, including some in Sanaa that were home to U.S.-trained counterterrorism units. Other bases have been overrun by fighters from al-Qaeda in the Arabian Peninsula.
As a result, the Defense Department has halted shipments to Yemen of about $125 million in military hardware that were scheduled for delivery this year, including unarmed ScanEagle drones, other types of aircraft and Jeeps. That equipment will be donated instead to other countries in the Middle East and Africa, the defense official said.
Although the loss of weapons and equipment already delivered to Yemen would be embarrassing, U.S. officials said it would be unlikely to alter the military balance of power there. Yemen is estimated to have the second-highest gun ownership rate in the world, ranking behind only the United States, and its bazaars are well stocked with heavy weaponry. Moreover, the U.S. government restricted its lethal aid to small firearms and ammunition, brushing aside Yemeni requests for fighter jets and tanks.
In Yemen and elsewhere, the Obama administration has pursued a strategy of training and equipping foreign militaries to quell insurgencies and defeat networks affiliated with al-Qaeda. That strategy has helped to avert the deployment of large numbers of U.S. forces, but it has also met with repeated challenges.
Washington spent $25 billion to re-create and arm Iraq’s security forces after the 2003 U.S.-led invasion, only to see the Iraqi army easily defeated last year by a ragtag collection of Islamic State fighters who took control of large parts of the country. Just last year, President Obama touted Yemen as a successful example of his approach to combating terrorism.
“The administration really wanted to stick with this narrative that Yemen was different from Iraq, that we were going to do it with fewer people, that we were going to do it on the cheap,” said Rep. Mac Thornberry (R-Tex.), chairman of the House Armed Services Committee. “They were trying to do with a minimalist approach because it needed to fit with this narrative . . . that we’re not going to have a repeat of Iraq.”
Washington has supplied more than $500 million in military aid to Yemen since 2007 under an array of Defense Department and State Department programs. The Pentagon and CIA have provided additional assistance through classified programs, making it difficult to know exactly how much Yemen has received in total.
U.S. government officials say al-Qaeda’s branch in Yemen poses a more direct threat to the U.S. homeland than any other terrorist group. To counter it, the Obama administration has relied on a combination of proxy forces and drone strikes launched from bases outside the country.
As part of that strategy, the U.S. military has concentrated on building an elite Yemeni special-operations force within the Republican Guard, training counterterrorism units in the Interior Ministry and upgrading Yemen’s rudimentary air force.
Making progress has been difficult. In 2011, the Obama administration suspended counterterrorism aid and withdrew its military advisers after then-President Ali Abdullah Saleh cracked down against Arab Spring demonstrators. The program resumed the next year when Saleh was replaced by his vice president, Abed Rabbo Mansour Hadi, in a deal brokered by Washington.
In a 2013 report, the U.S. Government Accountability Office found that the primary unclassified counterterrorism program in Yemen lacked oversight and that the Pentagon had been unable to assess whether it was doing any good.
Among other problems, GAO auditors found that Humvees donated to the Yemeni Interior Ministry sat idle or broken because the Defense Ministry refused to share spare parts. The two ministries also squabbled over the use of Huey II helicopters supplied by Washington, according to the report.
A senior U.S. military official who has served extensively in Yemen said that local forces embraced their training and were proficient at using U.S. firearms and gear but that their commanders, for political reasons, were reluctant to order raids against al-Qaeda.
“They could fight with it and were fairly competent, but we couldn’t get them engaged” in combat, the military official said, speaking on the condition of anonymity because he was not authorized to speak with a reporter.
All the U.S.-trained Yemeni units were commanded or overseen by close relatives of Saleh, the former president. Most were gradually removed or reassigned after Saleh was forced out in 2012. But U.S. officials acknowledged that some of the units have maintained their allegiance to Saleh and his family.
According to an investigative report released by a U.N. panel last month, the former president’s son, Ahmed Ali Saleh, looted an arsenal of weapons from the Republican Guard after he was dismissed as commander of the elite unit two years ago. The weapons were transferred to a private military base outside Sanaa that is controlled by the Saleh family, the U.N. panel found.
It is unclear whether items donated by the U.S. government were stolen, although Yemeni documents cited by the U.N. investigators alleged that the stash included thousands of M-16 rifles, which are manufactured in the United States.
The list of pilfered equipment also included dozens of Humvees, Ford vehicles and Glock pistols, all of which have been supplied in the past to Yemen by the U.S. government. Ahmed Saleh denied the looting allegations during an August 2014 meeting with the U.N. panel, according to the report.
Many U.S. and Yemeni officials have accused the Salehs of conspiring with the Houthis to bring down the government in Sanaa. At Washington’s urging, the United Nations imposed financial and travel sanctions in November against the former president, along with two Houthi leaders, as punishment for destabilizing Yemen.
Ali Abdullah Saleh has dismissed the accusations; last month, he told The Washington Post that he spends most of his time these days reading and recovering from wounds he suffered during a bombing attack on the presidential palace in 2011.
There are clear signals that Saleh and his family are angling for a formal return to power. On Friday, hundreds of people staged a rally in Sanaa to call for presidential elections and for Ahmed Saleh to run.
Although the U.S. Embassy in the capital closed last month, a handful of U.S. military advisers have remained in the southern part of the country at Yemeni bases controlled by commanders that are friendly to the United States.

Monster Fishing on Shallow Florida Wrecks
Young redfish, or red drum as they are often called, feed in the shallows on clams, crabs, mussels and shrimp. Red drum are an inshore species until they attain roughly 30 inches (4 years), then they migrate to join the near-shore population; spawning occurs from August to November in near-shore waters; sudden cold snaps may kill red drum in shallow, inshore waters; feeds on crustaceans, fish and mollusks; longevity to 20 years or more.
The fish gets its common name from the copper bronze large scales on their bodies, which are darker in cloudy water and lighter in clear waters, but the most distinguishing feature is a dark spot at the top of the base of the tail. For the fisherman, however, the most recognizable feature is the tail disturbing the water in the calm shallows and frequently breaking the surface. The sight of a dozen or more redfish “tailing” as this foraging behavior is called is enough to set the adrenaline coursing through the veins of the most hardened sportsman.
Catching redfish is like all fishing. You just have to be in the right place at the right time with the right bait and tackle.
A fishing rods strength or lifting power is determined by its action. A light action rod has a low strength, making it ideal for casting light lures and fighting smaller fish, whereas a heavy action rod is much stronger, and therefore suitable for fighting big brutes like Giant Mekong Catfish. Most rod manufactures offer rods varying from Light to Heavy, but the extreme classes Ultra Light and Extra Heavy do also exist. Use a light medium action rod because you could end up doing a lot of casting before you finally lure your trophy specimen onto the hook, and use the lightest line you feel comfortable with. Just remember to set the drag accurately (the pro’s will actually use a scale and set it to sixty percent of nominal breaking strain).
The right time is easy, fish the feeding grounds on the flats and oyster bars on the rising tide and till just after the tide turns and fish the hiding places in the troughs and sloughs on the ebb. The most reliable spots are on the edge of the mangroves close to deep water. This gives the combination of a great feeding spot with an easy escape route when threatened.
As far as bait is concerned, if you are fishing for the pan, use live bait. Live animals such as mealworms, red worms, night crawlers, leeches, maggots, crayfish, reptiles, amphibians and insects may be used as bait on all waters not restricted to artificial flies and lures. Toss your bait or lure as close to the mangroves as you dare, let it sink for a few seconds, then retrieve slowly. Redfish tend to wave their tails slowly when feeding. When the strike comes, you will know all about it, and the fish will do all the work of setting the hook. Your job will be to get the fish away from the mangroves and then to enjoy the fight of your life. This is when the challenge of light tackle fishing will tax your skill and fill your psyche with pride.

A destructive waterspout
crossed the Sunshine Skyway Bridge in Tampa Bay on Sunday morning just
as a U.S. Postal Service semi-truck was crossing the bridge and the two
collided. The water spout, which is basically a tornado when it hits dry
land, flipped the truck on its side and then flipped it back on its
wheels. All this tossing around of the truck sent mail and packages
flying all over the roadway and into the bay below.
According to News Max on October 12, witnesses driving across the bridge not only got an up-close look at this waterspout, but they also had a close brush with this powerful force of nature. Kent Davis was one of the drivers on the bridge and when he saw the USPS truck being tossed around he stopped his car.
Davis said he got nervous, as he was about 50 yards from the truck. He also said that he felt bad for the driver because he had to be terrified being tossed around on the bridge. According to Fox News, "the driver, Randall J. Leaver, 56, was not hurt. The waterspout also hit a construction site and overturned a boat, but no injuries were reported."
The waterspout damaged a few highway signs and flipped over a boat in the bay. Robert Gudes was fishing in the bay just below the bridge when he saw the waterspout form. Gudes said the waterspout got more intense and started to pick up debris and tossing them everywhere. He tried to pick up his gear and run, but then he heard a “boom.” The waterspout picked up the truck on the bridge and slammed it on its side.
Good Samaritans stopped and helped authorities collect as much mail and packages as they could, but the bay below was littered with floating packages, report witnesses. "Fox and Friends Weekend" reports on Sunday morning.that one man said the packages of all sizes were just floating in the bay.

NASA does not have enough money to pay for the Journey to Mars
Eric Berger, writing for the Houston Chronicle on Friday, stated an inconvenient truth that just about everyone outside of NASA, the White House, and even the Congress have long ago concluded. If the space agency is ever to complete its Journey to Mars, it is going to need more money. A lot more money. The problem is, despite complaints from certain members of Congress
that the Obama administration is shortchanging space exploration, no
one in authority seems to grasp the magnitude of that need or is
prepared to do anything about it.
NASA is pretending that it can get to Mars on the budget it currently has adjusted for inflation and economic growth. That evaluation is a fantasy, according to independent experts.
“In declaring that with the current budget there are no ‘viable pathways to Mars,’ the National Research Council cited several reasons. Among them are the high costs of developing Mars hardware, low flight rates - if NASA doesn't fly often stakeholders wonder what it is doing, and it's difficult to keep employees engaged - and maintaining a program across multiple presidential administrations.
“With its current human exploration budget, plus inflation, the influential Pathways report found that the agency would only accumulate about $100 billion between now and 2040 for Mars-related work.
“Without a clearly defined plan or the types of rockets, spacecraft and landers needed to pull it off, it is impossible to estimate how much it would cost to land astronauts on Mars. But industry sources offer rough estimates that, using NASA's current practices, the cost is likely between $200 billion and $400 billion.”
“Current practices” may be the key phrase. NASA might be able to bring the cost of going to Mars down any number of ways, by bringing on international and commercial partners and by going back to the moon first and establishing a refueling base.
Part of the problem is that the space agency does not have a lot of details concerning what has to happen between now and the day the first boots hit the Martian soil. The recent document NASA released that purports to be the plan for going on the Journey to Mars is in fact, groused Mars advocate Robert Zubrin, a “plan for not going to Mars.”
What is the solution to the mismatch between ambition and funding? Berger suggests, “Breaking that mold would require strong, committed presidential leadership. NASA has really only had that kind of sustained direction from a president once, under John F. Kennedy, who propelled the agency to the moon.” Of course, while Kennedy proposed the race to the moon and got the Apollo program started, his successor, Lyndon Johnson, saw the project through. But the point is taken and echoes other analysis.
The problem is that such leadership, if it comes at all, is not likely to manifest itself until the next president is sworn into office.

have been a huge boon to the economy there. Hundreds of millions of
dollars have flowed into the state, creating jobs, raising tax revenue,
and generally making the state a better place. Yet another milestone has
been reached, with the final sales numbers for August coming out October 10, and they’re a doozy.
Colorado had more than $100 million in combined marijuana
sales in one month. A little more than $41 million in medical marijuana,
and a little less than $60 million in recreational make for some eye-popping numbers, and some optimism about the drug’s future in helping to fund many other projects in the state.
In addition to the raw dollars that have come in, legal weed has led to an unprecedented economic boom, as well as a major drop in crime in the state. Additionally, drug cartels are reeling
from the legalization, with it undermining their power and forcing them
to either find other drugs to market, attempt to enter the legal pot
world, or simply be forced out completely.
The increase in sales also led to an increase in tax revenue -- 70 percent over August 2014, for a total of about $13 million.
The state as a whole took in some $76.2 million for the entirety of
2014, and is already pushing $87 million for 2015. Overall, the
experiment with legal marijuana has been a smashing success, astounding
even the most optimistic of proponents.
Oregon is looking for much of the same success, with its
first full month of recreational sales more than doubling Colorado’s
January 2014 numbers. Additionally, the media paid less attention to the legalization there since the novelty had worn off following Washington and Colorado breaking the barrier down first.
Other states may soon follow suit, and some Reservations are already getting on board as well, finally stopping the asinine prohibition of marijuana that has claimed so many lives and ruined many others. There is still opposition in some corners, of course, but with numbers and trends like these it will be hard to put the cat back into the bag.

The astronauts created the spectacle to test out a new
camera at the International Space Station that is capable of capturing
resolutions up to 4K - four times the resolution of normal HD cameras.
In the footage, a spaceman drips blue then red food dye into a floating
globule of water (left and center), so it eventually turns green. He
then pops an Alka-Seltzer into it so the tablet starts effervescing from
the inside out (right). It also 'jumps around' inside the water
globule, creating a fascinating sight.

Obama loses his cool as he is challenged again and again on 'embarrassment' of Syria
What was supposed to be friendly territory grew heated in a CBS interview with President Obama that aired Sunday night, showing a contentious debate between Obama and a network correspondent.
In
a wide-ranging, 24-minute interview that covered domestic and foreign
policy, it was the Middle East that produced the most fireworks between
Obama and '60 Minutes' reporter Steve Kroft.
Kroft repeatedly challenged Obama's strategies in Syria and against the Islamic State
in the region, accusing the president of 'embarrassing' failures and a
lack of leadership. Obama defended the U.S. mission in countries like
Syria and Iraq and said better results will take more time.
The two men repeatedly interrupted and spoke over each other, although neither actually raised their voice.

Invisible drones the new future?
Drones can
drop supplies to hidden Special Forces or essential medical kit in
warzones, but there’s the risk that their presence may give away the
recipient’s location, or that the technology ends up in enemy hands.
To solve this problem, the Pentagon is calling for designs for ‘vampire’ drones that disappear in daylight.
The
Defense Advanced Research Projects Agency (Darpa) is funding a new
project to develop aircraft that can ‘fully vanish within four hours of
payload delivery or within 30 minutes of morning civil twilight
(assuming a night drop), whichever is earlier’.

project is called Inbound, Controlled, Air-Releasable, Unrecoverable
Systems (Icarus), after the boy in the Greek myth whose feather and wax
wings melted when he flew too close to the sun.
